Shi Kuan-yun, a Mongolian who migrated from China to Hong Kong in 1983, is in fact the Director of the China Overseas Friendship Association, under The United Front Work Department of The Central Committee of The Chinese Communist Party, and Member of Chinese People's Political Consultative Conference National Committee.
He often says, "When chanting Buddha's name, Buddhists must NOT Forget to love the State of China." (Wen Weipo 2013-8-15). However, Heart Sutra, one of the most important Buddhist sutras, advises that in order to be enlightened, the mind got to be rid of all concerns. Whereas "not forget to love the State of China" is precisely a kind of concern.
In 2016, Shi Kuan-yuan proposed to Beijing to export a China monk a day to Hong Kong, and the proposal was welcomed by the State (Ta Kung Pao, 2017-3-7).
